The Klingon Empire, in signing the "New Khitomer Accords," was absorbed into the United Federation of Planets some five years earlier. It's military assets were systematically turned over to Starfleet for mothballing, a process to be handled over a ten-year period. Klingon High Chancellor K'prak escalated the KDF's stand-down, transferring nearly all military funding to economical outlets. Given no time to prepare, the KDF assets which remained in service at this time were thrown into chaos. The remaining fleets began to fall apart one by one, with many Klingon commanders taking their vessels and facilities and becoming privateers, or leaving them completely abandoned.
During the time immediate following the "New Khitomer Accords," General Z'arg, captain of the Som'Ra and commander of the Sixth Fleet, began collecting as many of these 'unaligned' captains and their crews as he could sway to stand by his side. Z'arg believed from the very beginning that that the Klingon Empire had no place among the words of the Federation, and that being forced to lay down there arms was disgraceful to all citizens of the Empire.
Using a space station in the H'atoria System as a command post, General Z'arg's forces began to grow. System by system he began wresting control from system governors, assimilating any local forces back into his own. He soon held a sizable portion of strategic space along the borders of the Romulan Star Empire and the former Neutral Zone of the Federation.
Chancellor K'prak gathered a small fleet of vessels still aligned with the Empire and launched an attack on Z'arg's forces near the Mempa System before the rebel fleet could launch their own attack. The insurgent forces were far stronger than expected, and the Imperial forces were decimated. Knowing his forces could not win, and knowing that General Z'arg could not be allowed to gain control of what was left of the Empire, Chancellor K'prak called for a full retreat back to Quo'nos.
On the tails of his victor, General Z'arg declared himself the rightful heir to the throne of Kahless himself and assumed the title of Emperor. He put out a call across what was formerly Klingon space for all citizens to stand up against the Federation puppets in the First City, to rise up against the "oppressors" who hoped to dilute true Klingon heritage, and to raise arms against their new masters.
Many Klingon citizens answered the call.
Returning to the First City, Chancellor K'prak turned to his Federation allies for support. Still reeling from their defeat at Ietia Prime, they immediately told him that the Federation Council would not support interfering in what was obviously an internal matter for the Klingon government. Emperor Z'arg had not attacked any Federation vessels (Starfleet or civilian), nor interfered in commerce with the Federation.
Starfleet did, however, agree to supply more patrols around the outer borders of Klingon space near the former Federation border. Emperor Z'arg continued to spread his influence across the Empire while Chancellor K'prak searched hopelessly for some way to end the rebellion.
